The City of Indianapolis can do nothing about it as Angel Garcia Tellez does not pull permits, the City of Indianapolis takes him to court, and he gets the permits prior to the court date. Angel of Golden House Construction pulls permits as the home owner, although he is not living there according to neighbors.
